Milestones of the social economy at EU and international levels

European Union:

• European Action Plan for the Social Economy of the European Commission.

The European Commission has confirmed - on the occasion of its Communication A Strong Social Europe for Just Transitions issued last January - the launch in 2021 of an European  Action Plan for the social economy. This Plan is the answer of the EU Instituions to the strong request of the European social economy organisations structured around Social Economy Europe - the European social economy platform - of which some ESMED organisations (ESS- France, CASES from Portugal and CEPES from Spain) are members.

This plan will make it possible to move forward and implement a European policy for the social economy. • Renewal of the European Parliament's Social Economy Intergroup:

The European Parliament confirmed end December the renewal of the Social Economy Intergroup for the 2019-2023 mandate. More than 100 Members of European Parliament from the main political groups have supported this Intergroup. This confirms the political consensus around the social economy as a driver of economic and social development in the European Union.

This Intergroup is a strategic forum for the social economy in the European Union where the EU Institutions (Parliament, Commission, Economic and Social Committee) engage since 1990 with the social economy organisations a dialogue to implement policies for these enteprises and organisations. For example, the Intergroup will have to play a key role in the debate and development of the European Social Economy Action Plan.

•  European Social Economy Summit. November 2020.

The city of Mannheim (Germany) will host the European Social Economy Summit on 26 and 27 November. The aim of the summit is to strengthen the European social economy and to exploit its contribution to economic development, social inclusion and green and digital transitions. Discussions will focus on three dimensions: the digitization of the social economy, (social) innovation, transnational and cross-sector collaboration.

• Spain: Ministry of Labour and Social Economy.

Spanish new government following the November general elections has created a Ministry for Social Economy. This is the first that social economy is subject of a ministry in Spain.

International organizations.

• United Nations. The role of cooperatives and mutuelles in social development.

The Secretary General of the United Nations published a report on the role of cooperatives in social development that highlights the contribution of cooperatives and mutuals in access to health and financial inclusion, among other topics related to the development of the social economy. • International Labour Office (ILO). Report on financing social economy

Nouvelles de l’économie sociale en Europe et au niveau international:

Union Européenne :

• Plan d’Action Européen pour l’économie sociale de la Commission Européenne.

La Commission Européenne a confirmé - à l’occasion de sa Communication Une Europe Sociale forte pour des Transitions Justes du mois janvier – que l’année 2021 lancera un Plan de Action pour l’économie sociale. Ce Plan répond à une demande des organisations de l’économie sociale structurées autour de Social Economy Europe – la coupole européenne de l’économie sociale - dont sont membres quelques organisations ESMED (ESS- France, CASES du Portugal et la CEPES).

Ce Plan permettra d’avancer et mettre en œuvre une politique européenne pour l’économie sociale. Je vous invite à télécharger la proposition de Plan d’Action que Social Economy Europe élabora pendant 2018 et présenta au Vice-président de la Commission janvier 2019.

• Renouvellement de l’Intergroupe de l’économie sociale du Parlement Européen:

Le Parlement a confirmé à la fin du mois décembre le renouvellement de l’Intergroupe de l’économie sociale de la législature 2019-2023. Plus de 100 membres du Parlement des principaux groupes politiques ont supporté l’Intergroupe, fait qui confirme le consensus politique autour de l’économie sociale comme vecteur essentiel du développement économique et social de l’Union Européenne. 

Cet Intergroupe du Parlement est un forum de travail stratégique pour l’économie sociale dans l’Union Européenne où les Institutions (Parlement, Commission, Comité Economique et Social Européen) dialoguent depuis 1990 avec les organisations représentatives de l’économie sociale pour mettre en œuvre des politiques en faveur des entreprises et organisations de l'économie sociale. Par exemple, l’Intergroupe devra jouer un rôle clé dans le débat et élaboration du prochain Plan d’Action Européen de l’Économie Sociale.

• Sommet Européen de l’économie sociale. Novembre 2020.

La ville de Mannheim (Allemagne) accueillera les prochains 26 et 27 Novembre le Sommet Européen de l’économie sociale.  L’objectif de ce sommet est de renforcer l’économie sociale en Europe et d’exploiter sa contribution au développement économique, à l’inclusion sociale ainsi qu’aux transitions vertes et numériques. Les discussions porteront sur trois dimensions : la numérisation de l’économie sociale, l’innovation (sociale), la collaboration inter-pays et intersectorielle.

Les responsables de ce Sommet ont invités aux acteurs de l’économie sociale à organiser des événements parallèles à l’occasion de ce Sommet. Plus d’infos: https://www.euses2020.eu/?lang=fr

• Espagne: Ministère du Travail et de l’Économie Sociale. 

Le nouveau gouvernement de l’Espagne issue des élections générales de novembre a créé un Ministère pour l’Économie  Sociale. C’est la première fois que l’économie sociale fait l’objet d’un Ministère en Espagne.

Organisations internationales.

• Nations Unies. Rôle des coopératives dans le développement social. 

Le mois juillet dernier, le Secrétaire Général des Nations Unies a présenté son rapport sur le rôle des coopératives dans le développement social qui met en évidence la contribution des coopératives et aussi des mutuelles dans l’accès à la santé et l’inclusion financière au niveau international, parmi d’autres sujets relevant du développement de l’économie sociale. •  Bureau International du Travail (BIT). Rapport financement de l’économie sociale

Le BIT a publié un rapport sur « Les Mécanismes Financiers pour des Écosystèmes Innovants dans l’Économie Sociale et Solidaire ».
